Is Ground Branch 1.0 Actually Finished?

Ground Branch 1.0 came out and, I don't know, it still does not feel like a finished game. So I played it the only way I actually love, solo PvE terrorist hunt, 48 enemies on Creek because you cannot set 50, then Border with a shotgun, and I did not clear either.
