Short answer: Cost of Hope has a mission that feels like the game ran a fever and kept going. Not a tidy story beat. Not the quiet free roam I sold you last month. One long, trippy job that plays like Far Cry on the nights the campaign gets mad. Stressful while you are in it. Weirdly fun once it is cut.

What I mean by fever dream
Most of Heart of Chornobyl, even after Update 2.0, is a map you can read. You learn the roads. You learn which bushes are lying. Cost of Hope’s early ground is denser versions of that, and I like that version.
Then the DLC throws a mission that does not care. Lights go. Layouts stop agreeing with your memory. The rhythm of a normal stalker job, walk, loot, leave, gets replaced by “keep moving or this place will invent a new way to be unkind.” Rock Paper Shotgun called Lymansk the expansion’s physics-breaking suburb, Ravenholm if Remedy built it, and that is the closest published description of the feeling. I am not doing a walkthrough. I am telling you the DLC has a chapter that plays like that, and I filmed the whole stupid, brilliant length of it.
Far Cry is the other reference because people keep asking. Not the map. The missions that go off-piste: the ones where the campaign stops being a checklist and starts being a problem you did not book. Cost of Hope has one of those. If that sentence makes you want to skip the DLC, skip it. If it makes you grin, you are the audience.
It is long. That is not a complaint.
I will not pretend I floated through it. It overstays. You feel the runtime in your shoulders. Puzzles, things that hunt, the sense you have already been in this corridor. That is the stressful part.
The honest second half of that sentence: once it is cut, it is a fun film. The Zone at full weird is more interesting to watch than another competent loot run. I take the game seriously. Not the fact that a mission tried to cook my brain for half an hour.

How this sits next to free roam
I still think the expansion’s real product is new dirt: Iron Forest, the plant, A-Life that does not wait for you to finish a sentence. I said that after a free-roam pass with the cutscenes cut out, and I have not changed my mind.
The fever-dream mission does not cancel that. It is why a story expansion is not only a map pack. GSC kept a set piece in their back pocket that the base game rarely attempted at this length. You can ignore it and still get your money’s worth in the new regions. You can also go in on purpose, suffer, and come out with the best story the DLC has.
I am not ranking it against the rest of the campaign. I have not sat through a 40 hour recap and I will not fake one. I ran the mission. It got mad. I kept the footage.
Should you chase it?
Yes if you already like the Zone and you want the DLC to surprise you. No if you bought Cost of Hope as extra free roam and you bounce off scripted weirdness. There is no moral high ground in either choice. The worth-it call is still yes-if-you-already-like-it. This page is the asterisk: one mission will try to eat an evening.
